Deputy Head of Delegation

About the role

The Deputy Head of Delegation supports the Head of Delegation in leading the IFRC Country Cluster Delegation covering the Democratic Republic of the Congo, Burundi, the Republic of the Congo and Rwanda. Based in Kinshasa, the role ensures continuity of leadership, strategic direction and operational performance across the cluster.

Key responsibilities

• Lead IFRC Secretariat support for National Society Development, advising on governance, leadership, integrity and sustainability.
• Coordinate network cooperation, assessments and investment frameworks to shape coherent strategies and resource mobilisation.
• Oversee membership coordination, ensuring unified planning, joint monitoring and transparent support arrangements.
• Advise National Society leaders on accountability, integrity systems, safeguarding, community feedback and risk management.
• Support the Head of Delegation in institutional risk oversight, analysis, mitigation and escalation.

Required profile

• Proven senior leadership experience in humanitarian or development contexts, with a focus on governance and organisational transformation.
• Strong partnership skills, able to work collaboratively with National Society leaders and IFRC senior staff.
• Deep understanding of accountability, integrity, risk management and safeguarding principles.
• Ability to drive strategic change, monitor performance against commitments and promote adaptive ways of working.
