Finance and Operations Manager

About the role

The Finance & Operations Manager is a key position within the Operation Smile DRC team, overseeing the management of OSI resources and leading budget planning. The role supports the DRC management team with financial insights and ensures compliance with regulatory and ethical standards while administering daily financial activities.

Key responsibilities

• Prepare financial statements, reports and project/program forecasts in line with the annual financial plan.
• Manage day‑to‑day financial transactions, record them in the monthly financial cycle and ensure compliance with OSI processes and policies.
• Provide financial reports and analysis to managerial staff, recommending actions and advising on investment strategies.
• Maintain the organization’s financial health, oversee risk‑management plans, and identify cost‑reduction opportunities.
• Lead the finance department, set goals, develop audit and internal‑control plans, and drive the budgeting cycle.
• Develop, implement and revise the DRC finance, procurement and operations manual.
• Acquire best value through blanket purchase agreements, manage micro‑purchases and oversee large procurements.
• Develop and execute an annual procurement plan that supports financial management.
• Manage DRC operations including office access, IT support, inventory, security, safety plans and insurance coverage.
• Ensure donor and head‑office risk‑management and compliance requirements are communicated, trained and documented.

Required profile

• Bachelor’s degree in finance, accounting, economics or a related discipline.
• Professional qualification such as ACCA or CPA.
• 5–7 years experience as a Financial Manager, preferably in the global NGO sector.
• Proficiency in English; French language skills are a plus.

• Quickbooks (or similar finance software).
• General finance software proficiency.
