Finance Manager – Humanitarian Operations

About the role

The Norwegian Refugee Council (NRC) in the Democratic Republic of Congo seeks a Finance Manager to ensure financial systems meet NRC standards and support programme implementation. You will safeguard financial integrity, guide budgeting, and provide analysis to enable effective humanitarian assistance.

Key responsibilities

• Lead audit preparation and follow‑up activities.
• Support proposal development and project implementation with financial input.
• Facilitate Master Support Budget and Budget Planning Officer (BPO) development.
• Maintain overall budget control, monitor cash flows, and generate monthly financial reports including BvAs.
• Provide financial analysis and advice to country management and budget holders.
• Train line managers and staff on financial responsibilities and tools.
• Assist budget holders in budgeting processes and prepare donor financial reports on time.
• Develop finance team capacity through training and local procedure development.
• Coordinate weekly finance staff meetings for information sharing.
• Conduct field visits to monitor compliance with internal controls and financial systems.
• Implement audit findings and perform any other duties assigned by the line manager.

Required profile

• Minimum 3 years experience as a senior Financial Manager.
• Experience working in complex and volatile contexts.
• Demonstrated results in the listed responsibilities.
• Strong leadership awareness and ability to develop teams.
• Solid knowledge of computer software and modern accounting systems.
• Fluency in written and spoken French; working proficiency in English.
