About the role

IUCN is seeking a Gender and Ethnic Minority Officer to ensure the Ca‑Ma project in Vietnam and Lao PDR is gender‑responsive and evidence‑driven. The role will lead gender equity and social inclusion (GESI) activities across the project lifecycle.

Key responsibilities

  • Develop and implement a Gender and Ethnic Minority Action Plan, conduct gender analyses, and mainstream GESI strategies throughout the project.
  • Integrate gender and social inclusion considerations into work plans, budgets, and deliverables; review reports and monitoring frameworks for gender sensitivity.
  • Facilitate meaningful participation of women and ethnic minority groups in consultations, trainings, and decision‑making processes.
  • Design and deliver awareness‑raising activities and capacity‑building workshops for partners and stakeholders.
  • Maintain relationships with women’s organizations, ethnic minority representatives, and relevant government agencies.
  • Document lessons learned, case studies, and best practices; develop communication materials highlighting inclusive achievements.
  • Support partners in strengthening their GESI policies and capacities.
  • Perform any other duties assigned by the supervisor.

Required profile

  • Bachelor’s degree in Gender Studies, Social Sciences, Anthropology, Rural Development, Community Development or related field; Master’s degree desirable.
  • Minimum 5 years of professional experience in gender equality, social inclusion, ethnic minority engagement, or community development projects.
  • Experience working with government agencies, development partners, and local communities; familiarity with GEF is an advantage.
  • Knowledge of gender mainstreaming tools and social safeguards.
  • Fluency in English and Lao; knowledge of ethnic minority languages is a plus.
  • Ability to work effectively in a multicultural and multinational environment.
