Head of Operations – Goma, DR Congo

About the role

The Head of Operations will lead programme implementation across national and multi‑area programmes for the Norwegian Refugee Council in the Democratic Republic of Congo, ensuring high‑quality, timely delivery and effective monitoring.

Key responsibilities

• Submit monthly project updates and forecasts in collaboration with Area Managers and Emergency Response Teams.
• Ensure data collection tools are used and beneficiary data is entered into the Global Output & Outcome Reporting System (GORS) promptly.
• Organise and facilitate monthly area‑level Grant Review Meetings and bi‑monthly national GRMs.
• Alert Country Director and Head of Support to any implementation delays or budget challenges.
• Serve as the primary liaison between Area Offices and the Country Management Group.
• Maintain transparent information sharing with Heads of Programme, Support, and Operations.
• Ensure cost‑efficient operations to maximise programme impact.
• Support the development and implementation of monitoring and evaluation processes.

Required profile

• Proven experience managing and overseeing programme implementation at national or multi‑area level, preferably in humanitarian contexts.
• Strong coordination skills with ability to work closely with area managers, support functions and senior leadership.
• Demonstrated ability to monitor budgets, identify risks and propose corrective actions.
