Head of Programmes – Democratic Republic of Congo

About the role

The Head of Programmes will lead People in Need’s country programme in the Democratic Republic of Congo, based in Bukavu (South Kivu). The role involves overseeing emergency and development interventions across Eastern Congo, ensuring high‑quality delivery, and representing the organisation to donors and partners.

Key responsibilities

• Provide overall supervision and support for all programmes throughout the project cycle.
• Lead strategic planning, programme development and proposal writing, integrating innovations and best practices.
• Supervise Program Managers and Project Managers, fostering synergy among programmes and cooperation with supporting departments.
• Ensure quality assurance, accountability, and mainstreaming of cross‑cutting issues such as gender, social inclusion, climate change and good governance.
• Oversee results‑based Monitoring & Evaluation (M&E) systems and guide future programme strategy.
• Represent PIN to donors and partners, contributing to medium‑ and long‑term strategy planning.

Required profile

• Extensive experience in programme development and management within humanitarian or development contexts.
• Strategic thinker and problem‑solver with strong leadership and communication skills.
• Fluent in English and French.
• Ability to work in a high‑risk, field‑based environment with frequent travel.
