ICLA Specialist (Information, Counselling and Legal Assistance)

About the role

The ICLA Specialist will lead the technical development of the Information, Counselling and Legal Assistance (ICLA) programme for NRC in the Democratic Republic of Congo. This role provides strategic direction, ensures quality, and builds capacity of staff to protect the rights of displaced populations.

Key responsibilities

• Develop and update the ICLA strategy, technical guidance and macro Logical Framework Approach (LFA).
• Ensure compliance with NRC policies, donor requirements and contractual commitments.
• Lead fundraising activities, draft funding proposals, budgets and donor reports.
• Identify emerging trends, technical standards and donor priorities to inform programme design.
• Provide technical direction, support project implementation and extract key learnings for continuous improvement.
• Design and deliver systematic training to strengthen technical staff capacity.
• Represent NRC in relevant forums, clusters and with national authorities and donors.
• Advocate for the rights of internally displaced persons and returnees in line with NRC’s advocacy strategy.

Required profile

• Minimum 4 years of experience in human rights, legal assistance or displacement contexts within humanitarian or recovery settings.
• Strong knowledge of human rights frameworks, refugee and IDP rights, and humanitarian law.
• Proven ability to apply protection principles in complex, volatile environments.
• Documented results in similar roles and demonstrated leadership skills.
• Professional fluency in French and advanced proficiency in English.
