Institutional Capacity Building Specialist

About the role

The Institutional Capacity Building Specialist will support USAID’s Promoting Rule of Law Activity (PROLA) in the Democratic Republic of Congo. Working under the Judicial Reform Lead, the specialist will help strengthen national judicial institutions, improve transparency and efficiency, and contribute to anti‑corruption efforts.

Key responsibilities

• Support the design and implementation of the justice sector institutional capacity‑building component.
• Map and assess bureaucratic systems to identify vulnerabilities and opportunities for streamlining.
• Provide technical advice on processes, procedures and policies to enhance efficiency and transparency.
• Strengthen human‑resource systems, including career development and continuing education for justice‑sector staff.
• Serve as rapporteur for working groups and draft reports and presentations for workshops and external audiences.

Required profile

• Congolese (DRC) citizen – only citizens are eligible.
• Experience in institutional development, public‑sector management or judicial reform.
• Strong analytical skills to assess systems and propose improvements.
• Excellent written communication for reporting and presentation drafting.
