Judicial Reform Expert

About the role

The Judicial Reform Expert will lead Objective 1 of the USAID‑funded Promoting Rule of Law Activity (PROLA) in the Democratic Republic of Congo. Based in Kinshasa, the role focuses on increasing transparency, accountability, and integrity within the Congolese judiciary and supporting anti‑corruption efforts.

Key responsibilities

• Improve internal case‑management, information‑sharing, and data‑management functions of the Centralized System for Management (CSM).
• Strengthen CSM’s capacity to prosecute corruption cases that originate outside the judiciary.
• Enhance the efficiency and transparency of disciplinary proceedings within the justice system.
• Collaborate with civil‑society partners to promote judicial independence and reform.
• Provide technical guidance and oversight to ensure alignment with USAID objectives.

Required profile

• Congolese (DRC) citizenship.
• Extensive experience in judicial reform, rule‑of‑law programming, or anti‑corruption initiatives.
• Proven ability to work with government institutions and civil‑society organizations.
• Strong analytical and reporting skills.

Required skills

• Experience with case‑management processes and data‑management systems.
• Knowledge of judicial disciplinary procedures.
• Ability to design and implement transparency and accountability mechanisms.
