MEL Course Facilitator Consultant for USAID DRC Mission

About the role

We are seeking experienced consultants to facilitate Monitoring, Evaluation, and Learning (MEL) training courses for USAID’s Democratic Republic of Congo (DRC) Mission staff and implementing partners. The consultancy will adapt existing MEL curricula, develop new training materials, and deliver workshops that build the Mission’s capacity to manage and evaluate projects effectively.

Key responsibilities

• Adapt the MSSP MEL course modules to suit different audiences, including mission staff, implementing partners, and local firms.
• Develop and prepare hands‑on training materials, site‑visit guides, and assessment tools.
• Deliver scheduled training sessions, either full‑module workshops or single‑topic sessions, in accordance with the agreed timeline.
• Ensure courses meet Federal Acquisition Certification (FAC) requirements and align with the Bureau of Acquisition and Assistance guidelines.
• Measure pre‑ and post‑training learning outcomes and report results to the MSSP team.

Required profile

• Proven experience delivering MEL or similar training in an international development context, preferably with USAID projects.
• Strong understanding of USAID project cycle management and MEL guidelines.
• Ability to tailor technical content for diverse audiences and facilitate interactive learning.
• Excellent communication and presentation skills.
