Monitoring, Evaluation & Learning (MEL) Director – USAID DRC

About the role

The Monitoring, Evaluation, and Learning (MEL) Director will lead the M&E strategy for the USAID‑funded Rural and Peri‑Urban Sanitation Activity in the Democratic Republic of the Congo. The role provides technical leadership, ensures data quality, and drives evidence‑based program adjustments.

Key responsibilities

• Design and implement the project’s M&E system, including learning agenda, indicators, targets, and data collection plans.
• Develop, test, and refine M&E tools such as surveys, observation checklists, and data dashboards.
• Oversee data analysis, translate findings into program recommendations, and ensure timely reporting to USAID and partners.
• Lead and mentor M&E officers and train implementing partners on monitoring plans, assessments, and evaluations.
• Apply Collaborating, Learning, and Adapting (CLA) principles to support adaptive management and disseminate lessons learned.

Required profile

• Master’s degree (or international equivalent) in monitoring and evaluation, international development, social science, or a related field.
• 8–10 years of progressive experience managing M&E for donor‑funded programs, including leadership of large international teams.
• Demonstrated ability to use M&E findings to adjust programs and improve effectiveness.
• Fluency in English and French.

• Statistical software (e.g., SPSS, Stata, R) for quantitative analysis.
• Data analysis and visualization tools.
• Development and deployment of M&E tools and survey instruments.
• Database management and data quality assurance.
