Monitoring & Evaluation Specialist – Goma, DRC

About the role

The Jane Goodall Institute is seeking a Monitoring & Evaluation Specialist to support an integrated multi‑sectoral governance, conservation and development partnership project in eastern Democratic Republic of Congo. The role focuses on strengthening local government and institutions to improve biodiversity conservation and human wellbeing outcomes.

Key responsibilities

• Develop, implement and maintain a comprehensive Monitoring, Evaluation and Learning (MEL) plan, including Collaborating, Learning and Adapting (CLA) components, a Learning Agenda and a Performance Matrix.
• Collect, verify and report data on program indicators to track overall performance and progress toward objectives.
• Support adaptive management practices by guiding the project team in using monitoring results for evidence‑based decision‑making.
• Prepare regular monitoring reports and contribute to strategic learning processes.
• Coordinate with local partners and stakeholders to ensure data quality and relevance.

Required profile

• Proven experience in program monitoring and evaluation, preferably within conservation, development or governance projects.
• Strong analytical skills with the ability to translate data into actionable insights.
• Experience designing and managing MEL frameworks and CLA processes.
• Ability to work collaboratively with local institutions and multi‑sectoral partners.
• Excellent written and verbal communication skills in English.
