People and Culture Officer (NO-2) – Fixed Term – Kinshasa

About the role

The People and Culture Officer supports UNICEF’s mission in the Democratic Republic of the Congo by delivering core HR services and partnering with line managers. Reporting to the Chief People and Culture, the officer applies HR theory and organisational policies to strengthen workforce effectiveness.

Key responsibilities

• Provide business partnering and strategic HR advice to supervisors and colleagues.
• Implement assigned HR services, including recruitment, performance management and employee relations.
• Lead learning and capacity‑development initiatives for staff.
• Conduct HR data analytics to inform decision‑making.
• Support change‑management, wellbeing and employee‑engagement programmes.

Required profile

• Bachelor’s degree in Human Resources, Business Management, International Relations, Psychology or a related field.
• Minimum of 2 years of HR experience in an international organisation or large corporation.
• Proficient French (fluent) and intermediate English.
• Strong active‑listening, planning, organisational and communication abilities.
• Demonstrated emotional intelligence and ability to influence stakeholders.
