PMER Officer – Planning, Monitoring, Evaluation & Reporting

About the role

The International Federation of Red Cross and Red Crescent Societies (IFRC) is seeking a PMER Officer to join its delegation in Kinshasa. The officer will support the implementation of a comprehensive planning, monitoring, evaluation and reporting framework for humanitarian operations, ensuring quality and accountability across the response.

Key responsibilities

• Develop and apply the PMER framework for the operation, covering planning, monitoring, evaluation, reporting, learning and accountability.
• Provide technical assistance and guidance to national Red Cross societies and the surge team on PMER processes.
• Collect, analyse and synthesize data to produce regular operational reports for internal and external stakeholders.
• Strengthen the capacity of partners through training, mentorship and the development of tools and templates.
• Coordinate with the Operations Manager in Kinshasa and the Regional Head of PMER and Quality Assurance in Nairobi to ensure alignment with regional and global standards.

Required profile

• Relevant university degree or equivalent experience in humanitarian assistance, development, public health or a related field.
• Demonstrated experience in planning, monitoring, evaluation and reporting within emergency or development contexts.
• Ability to work in a multicultural team and adapt to fast‑changing environments.
• Strong analytical and writing skills, with attention to detail.

Required skills

• Knowledge of PMER methodologies and best practices.
• Experience with data collection, analysis and reporting tools.
