About the role
VillageReach is seeking a Procurement Manager to lead its procurement function in the Democratic Republic of Congo. The role ensures transparent, efficient, and compliant procurement activities while securing timely delivery of quality goods and services for project implementation.
Key responsibilities
- Provide operational leadership for national procurement, supervise and mentor the procurement team, and promote a culture of integrity and continuous improvement.
- Develop and implement the national supply‑chain strategy, annual purchasing plans, and process optimisations to achieve cost savings and efficiency.
- Oversee the full purchasing cycle, approve purchase files, and ensure compliance with competition, transparency, donor requirements, and national regulations.
- Manage supplier relationships, negotiate framework contracts, and resolve contractual disputes.
- Ensure governance, compliance, and risk management through internal controls, audit preparation, and documentation.
- Track procurement expenses, produce cost‑optimization analyses, and develop KPIs and dashboards for management reporting.
- Collaborate with program, finance, IT, HR, logistics, and provincial teams to advise on supply strategies and support operational planning.
- Build capacity by training staff on supply policies, developing tools, and promoting best practices.
Required profile
- Bachelor’s or master’s degree in Purchasing Management, Logistics, Business Administration, Supply Chain Management or related field.
- Minimum seven years of progressive supply‑chain experience, including at least three years in a supervisory or management role.
- Experience working for an international NGO or donor‑funded environment.
- Professional certification such as CIPS, CPSM, PMP or equivalent is an asset.
- Demonstrated ability to lead multidisciplinary teams and work in low‑income, rural contexts.
Required skills
- Proficiency with Microsoft Office tools.
- Experience using ERP procurement systems.
- Strong negotiation and contract‑management capabilities.
- Solid analytical and decision‑making skills.
