Programme Manager – Risk Communication & Community Engagement

About the role

Mercy Corps is seeking a Programme Manager to lead Risk Communication and Community Engagement (RCCE) activities as part of its Ebola response in the Democratic Republic of Congo. The role will be based in Bunia, Ituri Province, and will coordinate community‑centered strategies to build trust, counter misinformation, and support early reporting of health threats.

Key responsibilities

• Design, implement and oversee RCCE and community surveillance activities across affected health zones.
• Develop communication messages that counter rumors, promote preventive behaviours and strengthen community‑based reporting.
• Coordinate with Infection Prevention and Control (IPC) and WASH teams to integrate hygiene promotion in health facilities and communities.
• Ensure continuity of essential services and livelihoods support for vulnerable households.
• Integrate safeguarding, protection, conflict‑sensitivity, and Gender Equality and Social Inclusion (GESI) principles into all programme activities.
• Manage relationships with local partners, government authorities and international stakeholders.

Required profile

• Proven experience managing humanitarian programmes, preferably in health emergencies or disease outbreaks.
• Demonstrated expertise in risk communication, community engagement and behaviour‑change strategies.
• Experience working in the DRC or similar conflict‑affected contexts.
• Strong analytical, planning and reporting skills.
• Fluency in English; French proficiency is an asset.
