Programme & Planning Specialist – Ebola Response (6‑month TA)

About the role

UNICEF is seeking a Programme & Planning Specialist to lead the planning, monitoring and reporting functions of the Ebola response in Bunia, DRC. This six‑month temporary appointment will support the coordination of multi‑sectoral activities, ensure data‑driven decision‑making and strengthen accountability mechanisms in a complex emergency environment.

Key responsibilities

• Lead and coordinate the development and implementation of the emergency monitoring system, indicator matrix and dashboard for the Ebola response.
• Support inter‑sectoral planning, track programme performance and produce analytical products for senior management.
• Strengthen data quality, oversee field and third‑party monitoring, and contribute to accountability frameworks such as HACT and PSEA.
• Provide hands‑on support to programme sections, field teams and partners, ensuring timely reporting and evidence‑based response management.
• Deliver technical leadership and operational coordination for planning, monitoring and performance management across affected health zones.

Required profile

• Relevant university degree (e.g., public health, international development, social sciences).
• Proven experience in programme planning, monitoring and evaluation within humanitarian or health emergencies.
• Ability to work in a fast‑paced, insecure environment and to engage with diverse stakeholders.
• Familiarity with UNICEF standards and accountability mechanisms.
