Project Manager – Transactional Services

About the role

The Project Manager (Transactional) leads the delivery of essential transactional services—including HR, procurement and grants—to UNOPS partners. Acting as the main liaison with donors, partners and beneficiaries, the role ensures projects meet contractual commitments and UNOPS performance standards.

Key responsibilities

• Develop, maintain and execute the project implementation plan, establishing milestones and monitoring progress.
• Embed sustainability, gender, social and environmental considerations throughout the project lifecycle.
• Oversee production of outputs, manage resources, and initiate corrective actions when needed.
• Ensure quality of work packages complies with defined standards and manage acceptance of deliverables.
• Monitor project variances, control changes, and report risks and mitigation measures to senior management and the Project Board.
• Maintain project documentation, comply with UNOPS financial rules and relevant local/international regulations.
• Support audit activities, prepare reports and provide formal handover at project closure.

Required profile

• Proven experience in managing projects that deliver transactional services such as HR, procurement or grants.
• Strong understanding of UNOPS policies, financial rules and ethical standards.
• Ability to coordinate with multiple stakeholders, including donors and partners.
• Experience in risk identification, mitigation and reporting.
