Public Policy Manager

About the role
The Public Policy Manager will lead Vodacom DRC’s public policy strategy, shaping legislation and regulations that support the company’s business objectives in the telecommunications and digital sectors. You will act as the primary liaison with government bodies, regulators, international organisations and civil society to ensure Vodacom’s voice is heard.
Key responsibilities
- Analyse emerging policy, regulatory and legislative issues and produce position papers, briefs and recommendations.
- Build and maintain relationships with ministries, parliamentary committees, regulatory authorities, NGOs and international institutions.
- Represent Vodacom DRC at public policy forums, industry associations (e.g., GSMA, FEC) and working groups.
- Advise internal teams (legal, regulatory, commercial, ESG) on policy developments and their strategic implications.
- Collaborate with Regulatory, Legal, Corporate Affairs and ESG teams to align advocacy efforts.
- Monitor national and regional legislative changes, conduct risk assessments and report to senior leadership.
- Support projects on digital inclusion, mobile financial services regulation, data privacy, taxation, cybersecurity and infrastructure development.
Required profile
- Master’s degree in law, political science, public policy, international relations or a related field.
- 5‑7 years of experience in public policy, government affairs or regulatory relations, preferably in telecoms.
- Deep understanding of the DRC’s political, regulatory and economic environment.
- Excellent communication and negotiation skills in French and English; Lingala is a plus.
- Proven stakeholder‑management and policy‑advocacy experience.
- Strong analytical, research and drafting abilities.
- High integrity, discretion and a collaborative mindset.
