Senior Evaluations & Assessments Advisor

About the role

The Senior Evaluations & Assessments Advisor will lead the design, implementation, and delivery of USAID‑commissioned evaluations, assessments and studies across the Democratic Republic of the Congo. Reporting to the Deputy Chief of Party for Field Monitoring, Evaluation and Verification, the advisor works within the Mission Strategic Support Program (MSSP) to provide high‑quality evidence that informs program decisions.

Key responsibilities

• Plan and execute evaluations, assessments and studies from scope definition to final reporting.
• Develop research questions, data‑collection tools and methodological protocols for both qualitative and quantitative approaches.
• Conduct desk reviews, oversee field data collection, and ensure rigorous quality control.
• Analyze data, draft findings, and present results to USAID and partner audiences.
• Coordinate with USAID staff, implementing partners, and MSSP technical teams to align timelines and deliverables.
• Manage procurement planning, contract administration, and subcontractor performance for data‑collection teams.

Required profile

• Extensive experience in designing and managing evaluations and assessments in international development contexts.
• Proven ability to work collaboratively with donors, NGOs and government stakeholders.
• Strong written and oral communication skills in English.
• Demonstrated experience managing multidisciplinary teams and budgets.
