The position reports to the GORS Senior Technical Director and works closely with the Program Director, Operations and Clinical Leads and deployed response team leaders. It is a 3-month consultancy (40 hours per week, possible extension) based in the DRC, with DRC nationals working from home.

Key responsibilities

  • Develop the GORS MEL framework with the Senior Technical Director and partners, defining indicators, baselines, targets, data sources and collection methods
  • Set up systems to track readiness, activation, deployment, response, transition and performance indicators, and coordinate data collection, validation, analysis and reporting
  • Run routine data quality checks and track indicators such as activation speed, readiness, deployment timelines, response quality, transition milestones and expenditure-to-results
  • Maintain a corrective-action register, support evaluations and after-action learning, and prepare validated performance analyses
  • Support documentation of transition benchmarks, capacity strengthening and handover achievements, and monitor corrective actions from evaluations, drills and readiness reviews
  • Ensure compliance with data protection, confidentiality and donor reporting requirements, and provide MEL training to staff and roster personnel
  • Coordinate monthly GHSD reporting deliverables and identify trends, risks and opportunities for adaptive management

Required profile

  • A degree or equivalent professional expertise in MEL, public health, epidemiology, statistics or a related field
  • At least 10 years of experience in MEL, performance management, information management or program quality roles
  • Experience with donor-funded global health, outbreak response, humanitarian or international development programmes
  • DRC nationality or a nationality from the African region is a prerequisite
  • Fluent professional English and professional French; additional local languages are an asset

Required skills

  • Proven experience designing MEL frameworks, performance indicators and results-based management approaches
  • Data analysis, data quality assessments, evaluations and performance reporting
  • Proficiency with data management platforms, dashboards, spreadsheets and reporting systems
  • Desirable: Power BI, Tableau, DHIS2, Go.Data, KoboToolbox, Salesforce, Smartsheet
