Site Acquisition Manager – Telecom Infrastructure

About the role

AfriCell is seeking a Site Acquisition Manager to lead the acquisition of sites for its mobile network rollout in Kinshasha, DRC. You will develop acquisition strategies, negotiate leases, and ensure regulatory compliance to support rapid network expansion.

Key responsibilities

• Develop and execute a site acquisition strategy aligned with the Nominal Radio Plan.
• Oversee the pipeline from site search to lease execution, maintaining a buffer of ready‑to‑build sites.
• Negotiate lease terms with landlords to secure favorable financial conditions.
• Liaise with local authorities, municipalities, and environmental agencies to obtain permits and clearances.
• Collaborate with Legal to verify land titles and ensure lease agreements protect Africell’s investments.
• Manage external vendors and internal agents, setting KPIs for speed, quality, and cost‑efficiency.
• Maintain an audit‑ready database of lease agreements, permit statuses, and payment schedules.
• Lead, mentor, and evaluate the Site Acquisition team.

Required profile

• 8–10 years of experience in site acquisition, real estate, or telecom infrastructure.
• At least 5 years in a leadership role managing large‑scale acquisition projects for a mobile operator.
• Strong knowledge of local land laws, zoning regulations, and environmental permitting processes.
• Proven track record of closing complex real‑estate deals or high‑volume lease negotiations.
• Excellent leadership, communication, and problem‑solving skills.

Required skills

• RF principles (site height requirements, line‑of‑sight).
• Civil engineering constraints related to site deployment.
• Property valuation analysis and market trend assessment.
