Tax Administration Expert (Remote, travel to Juba)

About the role

Magenta is seeking a Tax Administration Expert to support a potential communication strategy for South Sudan’s national tax reforms. The role is home‑based with occasional travel to Juba for consultations and validation workshops, and will run for six months from contract signing.

Key responsibilities

• Advise the team on the tax administration and revenue reform context, using the revenue authority’s strategic plan and broader reform programme.
• Ensure all messaging on voluntary compliance, taxpayer rights, anti‑corruption measures, risk‑based audits and modernisation is technically accurate.
• Provide stakeholder segmentation insights based on taxpayer groups and compliance behaviours.
• Review the draft Communication Strategy for technical accuracy and alignment with best practices in revenue administration.
• Support validation workshops and deliver technical sign‑off on the final strategy, and present findings to the client as required.

Required profile

• Bachelor’s degree in public finance, taxation, economics or a related field.
• At least 10 years of professional experience in tax administration, tax compliance, revenue administration or tax reform.
• Strong knowledge of voluntary compliance and revenue‑governance reform.
• Familiarity with South Sudan’s taxation system; experience in the East African Community is an advantage.
• South Sudanese nationality preferred; excellent written and spoken English.
