Technical Advisor, Surveillance, Data Use and Decision Science

About the role

Resolve to Save Lives is seeking a Technical Advisor to strengthen surveillance, data use and decision science in the Democratic Republic of Congo. The role supports national institutions such as INSP, COUSP, DSE and INRB to improve disease detection, reporting and response through data-driven insights.

Key responsibilities

• Provide technical support and mentorship to public health teams, focusing on 7-1-7 dashboards, data governance and real‑time surveillance reporting.
• Identify and resolve bottlenecks in data sharing, governance and use across national surveillance structures.
• Develop and improve information products including weekly epidemiological reports, situation reports, risk bulletins and predictive dashboards.
• Design and deliver training workshops on epidemiology, data analysis, R programming and data visualization for surveillance staff.
• Support the creation of strategic documents and guidelines to enhance national surveillance architecture.

Required profile

• Master’s or PhD in Epidemiology, Biostatistics, Data Science, Public Health, Health Informatics or related field.
• Minimum 8 years of experience in public‑health data analytics, disease surveillance or decision science, preferably within a government or public‑health agency.
• Proficiency in English; French is an asset.

Required skills

• Advanced data analysis and statistical modeling (R preferred).
• Design and implementation of real‑time dashboards and data visualisation tools.
• Data governance, data architecture and automation of data pipelines.
• Capacity‑building and training delivery in epidemiology and data science.
