Technical Policy & Government Affairs Manager

About the role
The Technical Policy & Government Affairs Manager works closely with the Head of Regulatory to coordinate Vodacom Congo’s technical regulatory, spectrum management, public policy and government affairs activities. The role ensures the protection of spectrum assets, influences sector‑wide policy, and maintains strong relationships with regulators and government bodies to support business growth.
Key responsibilities
- Monitor and assess legislative, regulatory and policy developments affecting the telecommunications sector.
- Develop and coordinate Vodacom’s policy positions on key industry issues and prepare consultation responses, policy papers and briefing notes.
- Represent Vodacom in industry consultations, working groups and policy forums.
- Lead spectrum‑related regulatory matters, including assignments, renewals, refarming opportunities and future acquisitions.
- Monitor spectrum utilisation, ensure compliance with technical regulatory obligations (QoS, coverage, type approval, customer identification) and support network expansion plans.
- Build and maintain effective relationships with the regulator, Ministry of Telecommunications and other government institutions.
- Facilitate timely resolution of regulatory and administrative matters and support strategic institutional relationships.
- Identify, assess and monitor technical and policy‑related regulatory risks, maintain a risk register and develop mitigation strategies.
Required profile
- Proven experience in telecommunications regulation, public policy analysis and regulatory advocacy.
- Strong stakeholder management and regulatory risk assessment capabilities.
- Ability to translate technical and policy developments into business implications.
