Head of Operations (Hub for DRC, ROC)

About the role

The Head of Operations will join the Senior Management Team of the hub covering the Democratic Republic of Congo and the Republic of Congo. In this senior leadership position, you will provide overall direction and coordination for finance, human resources, supply chain, administration, ICT, security and audit functions, ensuring they support CRS’s mission to serve the poor and vulnerable.

Key responsibilities

• Contribute to strategic planning and investment decisions for operational capacity, systems, processes and staffing.
• Plan, integrate, coordinate and monitor day‑to‑day operations across country programmes, ensuring high‑quality, efficient service delivery.
• Oversee financial processes, ensuring compliance with CRS policies, GAAP, donor regulations and local laws.
• Promote effective use of CRS’s ERP system for budgeting, financial oversight and resource stewardship.
• Ensure safeguarding policies are implemented across CRS and partner operations.
• Lead health, safety and security management, including staff training and plan updates.
• Drive continuous operational improvements, including climate‑action initiatives and risk mitigation.

Required profile

• Proven senior leadership experience managing multi‑country operations in the humanitarian or development sector.
• Strong knowledge of finance, HR, supply chain, ICT and security functions.
• Demonstrated ability to ensure compliance with donor requirements, GAAP and local regulations.
• Experience in risk management, safeguarding and climate‑action integration.
