Monitoring and Evaluation Senior Officer

About the role

UNOPS is seeking a Monitoring and Evaluation Senior Officer to lead the design, implementation, and oversight of M&E frameworks for its projects in the Democratic Republic of Congo. The role ensures systematic data collection, analysis, and reporting to measure progress, identify challenges, and support evidence‑based decision‑making.

Key responsibilities

• Contribute to the development of programme and project M&E strategies.
• Implement the M&E framework and plan, including baseline and feasibility studies.
• Design and execute field monitoring plans aligned with agreed indicators.
• Collect, analyse, and validate data from implementing partners.
• Review technical reports, provide feedback, and prepare consolidated annual reports.
• Identify gaps between planned and actual outputs and recommend remedial actions.
• Provide technical guidance and capacity‑building support to partners to strengthen their M&E systems.
• Develop and promote standard reporting formats and guidelines.

Required profile

• Advanced degree in monitoring and evaluation, development studies, public health, or a related field.
• Significant experience (typically 5+ years) in M&E within international development or humanitarian projects.
• Proven ability to work with diverse partners and build local capacity.
• Strong analytical mindset and familiarity with UNOPS standards and reporting requirements.
