Monitoring, Evaluation and Learning (MEL) Director – Rural Sanitation Project

About the role

The Monitoring, Evaluation, and Learning (MEL) Director will lead the design and implementation of a conflict‑sensitive MEL framework for a new multi‑year USAID Rural and Peri‑urban Sanitation Project in the Democratic Republic of Congo. Reporting to the Chief of Party, the director will ensure data‑driven decision‑making and adaptive management across the project.

Key responsibilities

• Design and implement the project’s performance monitoring plan, indicators, and evaluation activities.
• Oversee quality assurance, data auditing, and compliance with USAID reporting protocols.
• Develop and lead the Collaborating, Learning, and Adapting (CLA) approach, integrating best practices for adaptive management.
• Manage a team of MEL staff, ensuring clear roles, communication, and capacity building.
• Coordinate with field offices, partners, and government counterparts, providing guidance for field‑based activities.
• Disseminate lessons learned and successful approaches to local, national, and provincial stakeholders.

Required profile

• Master’s degree in sociology, international development, demography, biostatistics, or a related field.
• Minimum eight years of senior‑level experience in monitoring, evaluation, and learning, including at least five years in multi‑sectoral programming and WASH MEL.
• Proven experience managing USAID‑compliant M&E systems and CLA processes.
• Experience supporting local partner organizations’ MEL practices is highly preferred.
• Fluent English and French for professional communication with local counterparts and USAID staff.
