Monitoring & Evaluation Officer

About the role

The International Organization for Migration (IOM) is seeking a Monitoring & Evaluation Officer to join its mission in Kinshasa, Democratic Republic of the Congo. Reporting to the Chief of Mission and the Program Support Coordinator, the officer will support the design, implementation and continuous improvement of the organization’s monitoring and evaluation (M&E) system for projects, programmes and strategies.

Key responsibilities

• Maintain and adjust the overall M&E framework in coordination with programme heads, operations, and the Information Management unit.
• Prepare periodic reviews, impact assessments, real‑time monitoring, mid‑term and final evaluations, and lessons‑learned workshops.
• Supervise M&E support activities carried out by other staff to ensure comprehensive coverage throughout project cycles.
• Collaborate with IOM units, implementing partners and UN Country Teams on quantitative and qualitative monitoring to meet donor and UN reporting requirements.
• Draft regular monitoring reports for donors and UN agencies and coordinate with the Public Information Officer on the use of M&E findings.
• Ensure evaluation reports are shared with stakeholders and made public in line with IOM Evaluation Policy.
• Facilitate timely sharing and discussion of M&E data and findings across IOM offices and relevant forums.

Required profile

• Experience in monitoring and evaluation of development or migration‑related projects.
• Familiarity with donor, UN and headquarters reporting standards.
• Ability to supervise staff and coordinate with multiple internal and external partners.
• Strong analytical and report‑writing skills.
