Operations Specialist (P-3) – Ebola Response, DRC

About the role

The Operations Specialist (P‑3) will provide strategic leadership and coordination of all operational functions for UNICEF’s Ebola response in the Democratic Republic of the Congo. Based in Beni and Butembo, the role ensures that supply chain, finance, administration, risk management and ICT systems are agile, risk‑informed and responsive to emergency needs.

Key responsibilities

• Lead and oversee supply chain, finance, administration, risk management and ICT activities for the Ebola response.
• Ensure operational systems deliver supplies and support staff wellbeing promptly.
• Advise the senior Ebola Coordination team on efficient operational approaches, governance and resource optimisation.
• Align operational plans with the emergency response plan and simplified emergency procedures.
• Promote value for money, risk mitigation and internal controls across all functions.

Required profile

• Proven experience in humanitarian emergency operations at a senior (P‑3) level.
• Strong coordination, adaptability and cultural sensitivity in complex, insecure environments.
• Ability to manage multi‑disciplinary teams and drive systems strengthening.
• Knowledge of the DRC context and Ebola response is an advantage.
