People and Culture Manager (Temporary, 6 months)

About the role

UNICEF is seeking a People and Culture Manager to lead the human‑resources agenda for the Ebola response in the Democratic Republic of Congo. Reporting to the Chief People and Culture and working closely with the Emergency Coordinator, you will design and implement a rapid, compliant staffing strategy for a six‑month emergency operation.

Key responsibilities

• Develop and execute the workforce plan for the L3 Ebola response, ensuring timely recruitment and deployment of staff and non‑staff personnel.
• Lead the dedicated People & Culture team, acting as senior HR business partner to the Emergency Management Team.
• Oversee surge management, onboarding, induction, and integration of newly deployed personnel.
• Provide HR analytics, reporting, and decision‑support to senior management.
• Ensure staff wellbeing, duty of care, and compliance with UNICEF policies, risk‑management and internal controls.
• Coordinate with the Regional Office, Headquarters, Surge mechanisms and the Global Support Service Centre.

Required profile

• Proven experience in strategic HR leadership, preferably in humanitarian or emergency settings.
• Strong knowledge of recruitment, onboarding, staff wellbeing and compliance processes.
• Ability to work under pressure, adapt quickly and collaborate with multi‑disciplinary teams.
• Excellent communication and stakeholder‑management skills.
