People and Culture Officer (6-month contract)

About the role

UNICEF is seeking a People and Culture Officer to support its emergency response in the Democratic Republic of the Congo. Working under the People and Culture Manager, you will provide essential HR services for a six‑month assignment, ensuring rapid recruitment, staff mobility, and wellbeing for personnel engaged in the Ebola response.

Key responsibilities

• Accelerated recruitment and engagement of non‑staff personnel.
• Manage deployments, personnel movements, and onboarding processes.
• Provide first‑line advisory support to managers and staff.
• Oversee wellbeing, duty of care, and learning initiatives.
• Maintain HR data, generate reports, and ensure compliance with national staff rules.
• Serve as a liaison between the response team, Country Office, and Global Shared Services Centre.

Required profile

• University degree (Bachelor’s or equivalent) in Human Resource Management, Business Management, Administration, International Relations, Psychology, Law, Social Sciences or a related field.
• Relevant work experience in HR, preferably within humanitarian or multi‑sectoral environments.
