People and Culture Officer (Temporary, 6 months)

About the role

The People and Culture Officer will support UNICEF's emergency response in the Democratic Republic of Congo by delivering essential human‑resources services for a six‑month temporary appointment. Reporting to the People and Culture Manager, the officer will ensure rapid recruitment, staff onboarding, and effective HR administration for both staff and non‑staff personnel.

Key responsibilities

• Accelerate recruitment processes and engage non‑staff personnel for the emergency response.
• Manage deployments, personnel movements, and onboarding activities.
• Provide first‑line advisory support to managers and staff on HR matters.
• Promote wellbeing, duty of care, and learning opportunities for the workforce.
• Maintain HR data, generate reports, and ensure compliance with national staff rules and UNICEF policies.

Required profile

• University degree (Bachelor’s or equivalent) in Human Resources or a related field.
• Knowledge of the national labour market, national staff regulations, and the local operating context in the DRC.
• Ability to work under pressure, adapt to evolving emergency conditions, and collaborate with multiple stakeholders.
