Resources Management Officer (P)

About the role

The Resources Management Officer (P) will support the Democratic Republic of the Congo Office of the International Organization for Migration in overseeing financial, human‑resources and administrative functions. Reporting to the Chief of Mission and working closely with senior resources managers, the officer ensures compliance with IOM policies and donor agreements.

Key responsibilities

• Monitor and oversee financial management, including expenditure tracking, cash‑flow forecasting and treasury operations.
• Prepare programme and budget reports, review monthly accounts and analyse variances between budgeted and actual spending.
• Maintain internal controls to safeguard assets, prevent fraud and ensure proper payroll allocation.
• Provide technical support to project managers throughout the project cycle to ensure compliance with finance, HR and administration guidelines.
• Manage the Human Resources function, including recruitment recommendations, personnel administration and resolution of sensitive HR cases.
• Oversee supply‑chain services, contract administration and related procurement processes.

Required profile

• Proven experience in financial management, budgeting and cash‑flow forecasting within an international or humanitarian setting.
• Strong knowledge of HR policies, recruitment procedures and personnel administration.
• Familiarity with internal control frameworks and donor compliance requirements.
• Ability to work collaboratively with senior management and regional resources officers.
