Ebola Program Portfolio Director (Bunia, DRC)

About the role

The Ebola Program Portfolio Director will lead Mercy Corps’ integrated Ebola response in the Democratic Republic of Congo, based in Bunia. Reporting to the DRC Country Director, the role provides strategic direction, portfolio oversight and coordination of prevention and preparedness activities across the region, including Uganda and South Sudan.

Key responsibilities

• Define and implement the overall strategic plan for the Ebola response portfolio in the DRC.
• Oversee program design, implementation, monitoring and evaluation to ensure evidence‑driven, high‑quality interventions.
• Coordinate with government authorities, UN agencies, donors, local partners and Mercy Corps senior management.
• Manage cross‑functional teams covering community engagement, WASH, health, protection, livelihoods and cash assistance.
• Ensure compliance with humanitarian standards, security protocols and risk‑level requirements (Level 3).
• Represent Mercy Corps in regional coordination mechanisms and contribute to preparedness planning in Uganda and South Sudan.

Required profile

• Extensive experience in senior program management within humanitarian or health emergency contexts.
• Proven track record of leading multi‑sectoral response portfolios in complex, insecure environments.
• Strong understanding of Ebola or similar epidemic response frameworks.
• Excellent stakeholder management and communication skills.
• Ability to travel and work on‑site in high‑risk settings.
