Public Policy Analyst & Research Specialist

About the role

Vodacom DRC is looking for a Public Policy Analyst & Research Specialist to strengthen its public policy function. You will conduct in‑depth research, analyse legislation and map stakeholders to shape proactive advocacy strategies across the telecommunications, technology and digital ecosystem.

Key responsibilities

• Track, analyse and interpret national and regional laws, regulations and draft legislation relevant to ICT, digital economy, data protection, spectrum, cybersecurity, taxation and financial inclusion.
• Produce evidence‑based policy briefs, issue papers and regulatory impact assessments to support the company’s positioning on key topics.
• Maintain a database of legal, regulatory and policy developments, identify trends and anticipate changes.
• Develop detailed stakeholder maps and power‑dynamics assessments across government, civil society, donors and the private sector.
• Prepare briefing notes, talking points and background documents for internal and external meetings with policymakers.
• Conduct comparative policy research using regional and international benchmarks such as GSMA, ITU and Smart Africa.
• Collaborate with Legal, Regulatory, Corporate Affairs, ESG and Government Relations teams to ensure alignment of advocacy efforts.
• Support the drafting of responses to public consultations and attend relevant hearings or workshops.

Required profile

• Master’s degree in public policy, law, political science, economics, international relations or a related field.
• 3–5 years of experience in policy research, government relations, legal/regulatory analysis or think‑tank environments.
• Strong understanding of the Democratic Republic of the Congo’s governance and policy landscape.
• Familiarity with ICT/telecoms and digital‑economy regulation is a strong asset.
• Excellent research, drafting and analytical abilities.
• Fluency in French and English.
• Ability to synthesize complex information into concise, actionable recommendations.
