Program Manager

About the role

The Program Manager will lead Ipas DRC’s national program, providing technical and managerial oversight to ensure strategic objectives are met. Reporting to the Country Representative, the role coordinates program design, implementation, monitoring, and reporting across health systems, M&E, and community engagement.

Key responsibilities

• Develop and execute work plans, budgets, and annual country work plans aligned with Ipas mission.
• Oversee high‑quality project implementation, field visits, and technical meetings.
• Manage donor reporting, financial monitoring, and budget compliance.
• Provide technical guidance to Health Systems, Monitoring & Evaluation, and Community & Youth Engagement functions.
• Collaborate with in‑country counterparts, headquarters, and external partners to resolve challenges and optimize program performance.
• Support the Country Representative in building relationships with government officials, partners, and stakeholders.

Required profile

• Proven experience in program management within the health or development sector.
• Strong ability to develop strategic work plans, budgets, and monitor financial performance.
• Experience coordinating multi‑disciplinary teams and leading technical discussions.
• Excellent communication skills for stakeholder engagement at national and sub‑national levels.
• Ability to travel within the country for field oversight.
