Shelter Cluster Coordination Officer (P3) – Goma

About the role

The Shelter Cluster Coordination Officer (P3) supports UNHCR’s mandate as the Lead Agency for the Shelter Cluster in humanitarian emergencies. Based in Goma, the incumbent works closely with national and sub‑national partners to ensure coordinated shelter responses that meet IASC standards.

Key responsibilities

• Lead the implementation of UNHCR’s Shelter Cluster commitments in the assigned area.
• Facilitate coordination meetings, define meeting formats, and establish strategic advisory groups.
• Ensure cross‑sectoral collaboration with WASH, CCCM, Protection and other clusters.
• Advocate for shelter needs within the broader humanitarian response.
• Integrate early recovery activities and cross‑cutting issues such as gender, age, diversity, HIV and environment into cluster work.
• Supervise a support team handling information management, needs assessments and technical assistance.

Required profile

• Proven experience in humanitarian coordination, preferably within the Shelter Cluster.
• Strong understanding of the IASC Cluster Approach, Generic Terms of Reference and Reference Modules.
• Ability to build and maintain effective relationships with diverse stakeholders.
• Experience supervising multidisciplinary teams in emergency settings.

Required skills

• Knowledge of shelter standards and humanitarian coordination mechanisms.
• Experience in information management and needs assessment processes.
• Strategic planning and advocacy skills within a humanitarian context.
