Short-Term Consultancy: Digital Monitoring, Evaluation & GIS

About the role

We are seeking a short‑term consultant to support the World Bank’s Geo‑Enabling Monitoring and Supervision (GEMS) initiative. The consultant will help design and implement digital monitoring and evaluation solutions that leverage GIS and open‑source data collection tools in fragile and conflict‑affected contexts.

Key responsibilities

• Develop and adapt open‑source tools for in‑field collection of structured digital data, including indicators, photos, audio, video, timestamps and GPS coordinates.
• Design and deliver interactive face‑to‑face or online training sessions on the GEMS methodology for project teams and partners.
• Integrate collected data into a centralized M&E system and ensure automated geo‑mapping of information.
• Support remote supervision, real‑time safeguards monitoring and portfolio mapping across projects.
• Provide technical guidance on the use of GIS for monitoring and evaluation in fragile environments.

Required profile

• Proven experience in digital monitoring and evaluation, preferably in fragile or conflict‑affected settings.
• Strong background in GIS and spatial data analysis.
• Ability to work independently on a short‑term consultancy basis.

Required skills

• GIS software (e.g., QGIS, ArcGIS)
• Open‑source data collection platforms (e.g., ODK, KoBoToolbox)
• GPS data handling and geo‑mapping
• Data integration into M&E systems
