About the role
The Contracts Specialist will report to the Chief of Field Office and the Chief of Supply and Logistics, leading the contracting and service procurement function for the Ebola emergency response in Bunia. The role ensures that all contracting activities support UNICEF’s mission to protect children and vulnerable communities.
Key responsibilities
- Develop and implement contracting and sourcing strategies, manage tendering processes, negotiate and award contracts.
- Establish Long‑Term Agreements and institutional contracts, and oversee supplier performance management.
- Ensure full compliance with UNICEF rules, maintaining integrity, transparency, accountability and value for money.
- Supervise and mentor contracting and supply staff, and collaborate with programme teams to define contracting interventions.
- Provide strategic technical advice to government counterparts, national systems and implementing partners on service contracting and supply‑chain management.
Required profile
- Advanced university degree (Master’s) in Business Administration, Management, Economics, Supply Chain Management, Procurement, Contract Law or related field.
- Minimum five years of professional experience in supply, logistics, procurement or contracting at national and international levels.
- Fluency in French; knowledge of another UN language is desirable.
- Experience with high‑value, high‑risk and complex service contracts; supervisory experience is an advantage.
- Experience in humanitarian or public‑health emergency settings, preferably in the DRC or similar fragile environments.
