Country Human Resources Manager

About the role

Oxfam is seeking a Country Human Resources Manager to lead HR strategy, policy, and operations across the Democratic Republic of Congo. The role sits on the senior management team and reports to the Country Director.

Key responsibilities

• Develop and implement HR policies, recruitment, induction, staff development, compensation, and benefits.
• Directly manage the National HR Advisor, HR Coordinator and HR Officers, and provide matrix leadership for the whole HR team.
• Advise senior management on legal, tax, social security and employment matters, and monitor legal cases.
• Analyse HR needs, link capacity‑building to country strategy, and support change management.

Required profile

• At least five years of HR Business Partnering or senior specialist experience.
• Bachelor’s degree (or equivalent) with seven or more years of HR experience.
• Strong consultation, influencing and client relationship skills.
• Commitment to Oxfam’s mission, feminist principles and inclusive values.

Required skills

• Coaching, mediating, facilitation and problem‑solving.
• Analysis and presentation of HR data.
