End-Term Evaluation Consultant for Women’s Peace Project (DR Congo)

About the role

The Kvinna till Kvinna Foundation DRC Country Office is seeking an experienced consultant or evaluation team to carry out the End‑Term Evaluation of the "Wasichana na Amani!" project, which aims to strengthen young women’s meaningful participation in peace and political processes in South Kivu.

Key responsibilities

• Assess the extent to which the project achieved its intended outcomes and contributed to young women’s participation in peacebuilding and politics.
• Analyse programme performance against the project’s results framework and indicator targets.
• Examine how the project addressed barriers such as harmful gender and age norms, exclusion, and structural inequalities.
• Evaluate the effectiveness of approaches including intergenerational dialogue, feminist movement‑building, advocacy, and the SASA! Together methodology.
• Review the use of Planning, Monitoring, Evaluation and Learning (PMEL) systems by Kvinna till Kvinna and partner organisations.
• Assess stakeholder perceptions and satisfaction among participants, partners, activists, authorities, and community leaders.
• Produce a final evaluation report by 20 August 2026, adhering to donor reporting timelines.

Required profile

• Proven experience conducting end‑term or impact evaluations of development programmes, preferably in conflict‑affected settings.
• Strong knowledge of OECD/DAC evaluation criteria and peacebuilding contexts.
• Familiarity with feminist, participatory, and conflict‑sensitive evaluation approaches.
• Ability to work with diverse stakeholders across multiple locations in South Kivu.
