Energy Investment Programme Manager

About the role

The Energy Investment Programme Manager will lead the design, structuring and implementation of blended financing solutions that mobilise capital for energy‑related projects in the Democratic Republic of the Congo. Reporting to the UNCDF Energy Portfolio, the incumbent will work closely with government, private sector and development partners to advance SDG‑aligned investments.

Key responsibilities

• Develop and manage a pipeline of energy investment projects, including feasibility studies, financial modelling and risk assessment.
• Structure and negotiate grants, loans, guarantees and other financing instruments to de‑risk and scale projects.
• Provide technical and financial advisory services to government agencies and private investors.
• Coordinate with UNCDF’s global and regional teams to align investments with the organization’s strategic framework.
• Monitor project performance, ensure compliance with UN procurement and financial regulations, and prepare regular progress reports.

Required profile

• Advanced university degree in finance, economics, energy engineering or a related field.
• Minimum 5 years of professional experience in investment finance, project finance or blended financing for infrastructure or energy sectors.
• Demonstrated experience working with multilateral development institutions, governments or private investors.
• Strong understanding of SDG‑focused development finance and the UN development system.
