Final Evaluation Consultant – Education Project

About the role

The organisation Hoffnungszeichen | Sign of Hope e.V. seeks an experienced consultant to carry out the final evaluation of its education project in Bukavu, South Kivu and the wider Eastern Congo region. The assignment is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and will support both the German executing agency and the local partner PEDER in assessing impact and sustainability.

Key responsibilities

• Design and implement a systematic, impartial evaluation based on OECD/DAC criteria (relevance, coherence, effectiveness, efficiency, sustainability).
• Analyse project implementation, results and financial performance.
• Identify lessons learned and formulate concrete, actionable recommendations for future programming.
• Prepare a comprehensive final report for the donor and the implementing organisations.
• Coordinate field visits in Bukavu and surrounding provinces, gathering data from local stakeholders.
• Ensure compliance with donor reporting requirements.

Required profile

• Proven experience in conducting final evaluations of development or education projects.
• Strong knowledge of OECD/DAC evaluation standards.
• Fluent in French and English (written and spoken).
• Ability to work independently, travel to field locations and meet tight deadlines.
• Background in education, humanitarian assistance or development cooperation is preferred.
