Finance and Compliance Manager (USAID Project)

About the role

The Finance and Compliance Manager will lead financial operations for the USAID Solutions for Peace and Recovery (SPR) program in Bukavu, DRC. This position ensures that all financial activities comply with USAID, contractor, and host‑country regulations while supporting the program’s peace‑building objectives.

Key responsibilities

• Oversee day‑to‑day financial management and accounting for the field office.
• Maintain field accounts in coordination with the headquarters contractor.
• Prepare, monitor, and update project budgets and forecasts.
• Review vouchers and payment requests, ensuring proper documentation and compliance.
• Manage procurement of supplies and services in line with USAID rules.
• Control project assets, including labeling, inventory, and disposal.
• Ensure liquidity, timely staff and vendor payments, and accurate payroll processing.
• Verify payroll taxes are submitted to host‑country authorities.
• Maintain complete financial records and submit required USAID financial reports.

Required profile

• DRC citizenship (only DRC nationals are eligible).
• Relevant experience in financial management, accounting, and compliance within international development or donor‑funded projects.
• Strong knowledge of USAID financial and procurement regulations.
• Ability to work independently in a field environment and coordinate with remote teams.
