Investment Specialist – Financial Structuring & Modelling

About the role

This senior advisory position supports the implementation of the DRC National Energy Compact under Mission 300, a joint African Development Bank and World Bank initiative to expand electricity access across Africa. The specialist will lead financial structuring, modelling and investment mobilisation for priority energy projects.

Key responsibilities

• Lead financial analysis and structuring for priority energy projects.
• Develop, review and validate project financial models and financing structures.
• Assess project bankability, identify financing constraints and propose solutions.
• Prioritise projects based on readiness, financing needs, implementation risk and investor appetite.
• Engage with DFIs, investors and financial institutions to secure financing and mobilise investment.
• Identify opportunities for guarantees, blended finance, results‑based finance and local‑currency financing.
• Prepare investment briefs, bankability notes and decision briefs for senior government stakeholders.
• Monitor financing progress, bottlenecks and dependencies across the project portfolio.

Required profile

• Master’s degree in Finance, Economics, Financial Engineering, Business, Infrastructure Finance or a related field.
• Minimum 15 years of experience in project finance, infrastructure finance, PPPs, financial modelling, investment mobilisation or transaction advisory.
• Strong experience in the energy sector and working with governments, DFIs, development partners and private investors.
• Demonstrated knowledge of DFI guarantee and risk‑mitigation instruments.
• Sub‑Saharan Africa experience required; DRC or Francophone Africa experience is a strong advantage.
• Fluent written and spoken French; professional working English highly desirable.
