Head of Office

About the role

The Head of Office will lead OCHA’s operations in the Democratic Republic of the Congo, reporting to the Deputy Director of the Crisis and Response Division. Based in Kinshasa, the incumbent will support the UN Resident Coordinator/Humanitarian Coordinator and the UN Country Team in delivering coordinated humanitarian assistance.

Key responsibilities

• Serve as senior policy advisor on humanitarian principles, reforms and cluster coordination to the UN RC/HC, UNCT and humanitarian country team.
• Develop and maintain relationships with international partners, government authorities and donors to advocate for humanitarian concerns.
• Provide strategic support for the preparation, implementation and monitoring of the humanitarian work plan, negotiating inputs with UN agencies, NGOs and authorities.
• Lead humanitarian access negotiations with state, de‑facto and non‑state actors, ensuring compliance with humanitarian law.
• Coordinate with UN agencies, NGOs, government and donors to ensure coherent and cost‑effective humanitarian operations at national, provincial and local levels.

Required profile

• Extensive experience in humanitarian coordination and policy development.
• Proven ability to advise senior UN officials and lead multi‑stakeholder negotiations.
• Strong understanding of humanitarian principles, cluster systems and financing mechanisms.
• Excellent communication and advocacy skills with a track record of building partnerships.
