Health Financing Specialist (Consulting Role)

About the role

DAI is looking for an experienced Health Financing Specialist to provide technical assistance to the Ministry of Health in the Democratic Republic of Congo. Working closely with the British Embassy Kinshasa, the consultant will coordinate health financing activities and design a programme that strengthens budget preparation and advocacy for sustainable health financing.

Key responsibilities

• Strengthen coordination among donors, ministries, and other health sector stakeholders.
• Design and deliver targeted technical assistance for health budget preparation and execution.
• Support advocacy efforts to increase domestic resource mobilisation for health.
• Contribute to capacity building of British Embassy Kinshasa staff.
• Travel within the country as required to engage with partners and implement activities.

Required profile

• Minimum master’s degree in public health, health economics or a related field.
• Substantial experience in health financing, governance, public financial management and health‑system strengthening.
• Proven ability to engage with ministries of health and finance, donor agencies and implementation partners.
• Fluent in French and English with strong analytical, communication and writing skills.
• Willingness to work in a multicultural environment and support team capacity building.
