Junior Non-Key Expert – Digital Connectivity for Agriculture & Education

About the role

NTU International is seeking three Junior Non-Key Experts to support the Digital Connectivity Study for Agriculture and Education (PRIDA II) under the AU’s Policy and Regulation Initiative for Digital Africa II. The assignment is based at the African Union premises in Addis Ababa, with most work performed remotely or on field missions across the five AU regions.

Key responsibilities

• Assess bandwidth availability, quality, cost and adoption of connectivity services for rural agriculture and education in AU Member States.
• Evaluate technical, economic and regulatory feasibility of alternative connectivity solutions for underserved areas.
• Review and compare sustainable financing and service‑delivery models, develop pricing and discount‑rate methodologies, and conduct sensitivity analyses.
• Develop policy and implementation strategies to promote sustainable digital connectivity, define stakeholder roles and propose investment frameworks.

Required profile

• Master’s degree in Communications, Electrical/Electronic Engineering, Computer Science/ICT/IT, Economics or Law from a reputable university.
• Minimum three (3) years of experience in connectivity market development, preferably in developing or emerging economies.
• Demonstrated ability to conduct quantitative assessments and produce analytical reports.

Required skills

• Strong analytical and quantitative skills for connectivity and cost assessments.
• Familiarity with telecom technologies (mobile, fixed, satellite) and regulatory frameworks.
• Experience with financial modelling, pricing strategies and sensitivity analysis.
