Monitoring & Evaluation Specialist – National Consultant

About the role

The United Nations Human Settlements Programme (UN‑Habitat) is seeking a National Consultant to lead a baseline study for a peacebuilding project in the Democratic Republic of Congo. The consultant will design and implement the methodology, analyse socio‑economic and security dynamics, and provide strategic recommendations to support programme implementation.

Key responsibilities

• Design and implement the baseline study methodology.
• Conduct conflict analysis and stakeholder mapping in target areas.
• Assess social cohesion, security perceptions, and land governance issues.
• Collect, analyse, and manage quantitative and qualitative data.
• Produce analytical reports and update the project logical framework.
• Provide strategic recommendations for programme implementation.

Required profile

• Relevant university degree (e.g., social sciences, development studies, economics).
• Experience in monitoring and evaluation, baseline studies, or conflict analysis.
• Familiarity with land governance, social cohesion, and security contexts in conflict‑affected settings.
• Ability to work under the supervision of the Sub‑region Head, Programme Coordinator and Project Team Leader.
